Collective Bargaining

Employing skilled negotiators along with appointed members from the Board of Directors, VCDSA negotiates salary and benefit contracts for our members with the County of Ventura.  During the course of the contract, we monitor for unfair labor practices and ensure that our members are treated appropriately and fairly within the guidelines of the contract and the County's Personnel Rules and Regulations.  Our Executive Director assists members with contractual, administrative and personnel issues.

Legal Defense

All members of the Association are automatically enrolled in a prepaid Legal Defense Fund program (LDF) administered through the Peace Officer's Research Association of California (PORAC).  PORAC LDF provides protection in civil, criminal, and administrative actions brought against peace officers.  In addition, the Association's Executive Director serves as a labor representative for individual members and on behalf of the Association as a whole.

Insurance & Benefits

VCDSA administers its members' health insurance programs and enrollment, and offers a variety of supplemental insurance programs to members at reduced group rates. Medical, dental, life, cancer, accident, intensive care and automobile insurance plans are available.  In addition, all VCDSA Members are covered by the PORAC Long Term Disability program for disabling injuries suffered on or off the job, and all members are provided an additional $50,000 term life insurance policy payable to the beneficiary of their choice.

Anthem Blue Cross, Kaiser, Ventura County Health Care Plan

VCDSA administers health insurance programs offered through Anthem Blue Cross, Kaiser and the Ventura County Health Care Plan.  These include HMO, PPO and HSA Compatible/High Deductible PPO & HMO plans. an insurance medical plan for all of its members and provides Blue CrossPPO, EPO, and HMO healthcare plans. The Blue Cross network is one of the largest in California, comprising more than 40,000 PPO physicians and over 400 hospitals. For information about member health benefits call VCDSA directly.

Retiree Medical Reimbursement Trust | more

The unique VCDSA Retiree Medical Trust is funded by a percentage of the total active duty VCDSA-Member payroll and provides reimbursement for medical premiums paid by our retired members, using a benefit schedule determined by years of service and the investment performance of the Trust. 

State and National Associations

All members of the Association are automatically enrolled in PORAC, headquartered in Sacramento.  PORAC is the largest and most effective law enforcement advocacy organization in the Western United States.  It provides a structure and forum for improving the status of peace officers and the efficiency and effectiveness of law enforcement and criminal prosecution in the state and the nation.  PORAC lobbies at the state and national levels for legislation on behalf of members and the cause of law enforcement, and sponsors excellent training seminars for labor leaders and members of law enforcement associations.

Fraternal, Social, Benevolent and Educational Activities

VCDSA sponsors fraternal, social and educational events as a benefit for members and families, such as station barbeques, a competitive firearms match, fund-raising concerts and sporting events. The Association also reimburses members' entry fees for the annual Law Enforcement Olympic Games, the annual Baker to Vegas Challenge Cup Relay, and other organized team and individual sports activities.  Additionally, VCDSA hosts seminars for members on topics such as use of force, legal issues updates, the Peace Officers' Bill of Rights, stress reduction, effective communication techniques and other topics of interest.

Publications

The Association publishes a bi-monthly newsletter, the RapSheet, to keep members informed of Association business and activities.  

Tri-Counties Police Products | The store

As a member service, VCDSA operates a store at the Association office which carries patrol items such as handcuffs, Qwik-Codes, flashlights, posse boxes, knives, pins, and some leather gear, all at less than retail prices.  VCDSA logo merchandise such as T-shirts, ball caps, sweatshirts and lapel pins are also available.  NOTE: VCDSA also sells discounted tickets to Disneyland, Sea World, other amusement parks and local movie theaters.
